Abstract

The paper presents the results of a study aimed at developing issues of improving the efficiency of the structures of universities, the activity of which is aimed at the implementation of additional education system in the field of scientific and technical creativity. The functional approach was chose as basic metodology, which allows to improve their activity gradually, based on the implementation of new functions characterizes the ideal model of the structure
