Abstract

The article analyses contemporary trends in the development of qualifications, their underlying causes and meaning as a tool to translate labour market requirements into education standards and curricula. Key functions and options for their systematization in the format of qualifications frameworks are presented that describe all qualifications by the area of occupational activity and level. International practices of developing qualifications frameworks and typology of diplomas and certificates are overviewed. It is stressed that development and classification of qualifications is performed using learning outcomes. In the countries that are reforming their qualifications and are introducing sector and national qualifications frameworks, innovations are observed relating to the use of learning outcomes. It is noted that in Europe learning outcomes are a common denominator underpinning such instruments of the EC policy in the field of education and training, as the EQF, Europass , ECVET, EU Education and Training framework Programme
